The September 11, 2001 terrorist attacks demonstrated that while government has the primary responsibility to protect its residents from natural disasters and acts of terrorism, it operates far more effectively with the active involvement of the private sector and the resources provided by the business community. In fact, during a crisis event, nearly 85% of all resources and equipment currently utilized by government first responders are owned and operated by the private sector. However, most localities have not effectively incorporated the private sector into their disaster preparedness, response, and recovery plans.
The Homeland Security Advisory Council (HSAC) serves to integrate government first responders and private sector leaders. HSAC works to ensure that should a disaster occur, first responders will be able to quickly and efficiently identify the private sector resources and expertise available to them.
To accomplish its goal of improving emergency response capabilities, HSAC maintains a database of private sector resources should they be necessary in a disaster. This database is accessible to first responders at HSAC’s Los Angeles City and County emergency operations centers. HSAC also links key business leaders with government first responders in order to facilitate clear communication of homeland security-related crucial information and organizational best practices.
HSAC is comprised of a voluntary, non-partisan coalition of high-level business, government, law enforcement and academic leaders who are dedicated to improving the emergency response capabilities of the greater Los Angeles region through public-private partnerships. HSAC is a nonprofit organization and has 501 (c) (3) tax exempt status. It is solely funded through private sector contributions.
The organization is co-chaired by Los Angeles County Sheriff Leroy Baca and Los Angeles City Mayor Antonio Villaraigosa. Peter Lowy, CEO of Westfield, serves as Chairman of the Executive Committee and Ira Reiner, former Los Angeles District Attorney, serves as President and CEO.
HSAC was founded to ensure that should a disaster occur government first responders are adequately equipped with the supplies and expertise necessary to conduct rescue, recovery, and reconstruction efforts.
